Technological revolution and specially  information and communication technologies have contributed to weaken national  borders, through virtual networks connecting different and often distant territories.  These networks, that go beyond the barriers formerly imposed by the sovereignty of  the states; have given rise to new space-time expressions that in most cases tend to  strengthen local levels as nodes receiving and generating the flows that move through  the networks. These changes must be understood to adequately promote territorial  development and manage relationships among local, national and global levels. Now  then, the analysis of some of the main instruments of national and local policy in  Colombia shows that there is still a long way to go in this reflection.
