The research was made developing an approximation to the problem,
presenting the institutional framework and describing the emigration process
of qualified human capital by country of destination. The national Department of
Science and Technology (Colciencias) does not have appropiate communication
channels with the colombian diaspora. In addition, the available data on qualified
emigrants is limited, suggesting that, at least in the short term, effective repatriation policies are difficult to implement in order to attract the most qualified nationals residing abroad.
}, number={1}, journal={Revista Internacional de Cooperación y Desarrollo}, author={Angulo Pico, Grace Margarita}, year={2016}, month={Jun.}, pages={99–114} }
