This consolidation has been provided with legal and administrative advances, as well as frequent changes in its raison d’être according to the current presidency. Using the case study methodology of the Inter-American Development Bank, the aim is to establish the scenario facing the Presidential Cooperation Agency of Colombia as a management entity, as well as its strengths and weaknesses.
