It is argued that the complex international  institutionalization at environmental level, given the diversity of stakeholders and decision making on environmental issues at different levels, plus the challenges of its own  governance, constitutes a severe obstacle to the effectiveness of the International  Cooperation. Furthermore, the lack of clarity on accountability and on the "control” of  financial mechanisms of green aid", and its distribution, may compromise the impact of  cooperation itself</p> ER -
