Abstract

This article aims to analyze the role that Latin American Upper Middle Income Countries takes in the reconfiguration of the international development cooperation system. The constructivist theoretical approach is reviewed in that it suggests that states’ identity plays a key role in international relations. Thus, constructivism is contrasted with the discourses posited by Latin American countries during the first High-Level Meeting of the Global Partnership for Effective Development Co-operation. It states that the political stance of those countries is the result of an intersubjective process of identities that impacts the transformation of the regime of the international development cooperation. This article concludes by highlighting the importance of identities to determine two visions of the international development cooperation in Latin America: either conciliation or the alternation of the current regime.
