Abstract

Competitiveness, systemically seen, is not an end in itself, but a complex process that depends on the way the context is organized. This certainly makes the understanding complicated, the development and management of competitiveness policies, to guide it in a biased manner only to specific sectors or levels away from the true concept of wholeness and integration of the whole in which each part contributes and is important for the continuous improvement. The impact of globalization in recent times involves a context in which the systemic competitiveness has become a pressing need. For this reason, the aim of this paper is to present some proposals that seek to guide a territory in their first steps towards competitiveness viewed as a whole, thus realizing the importance of integrating the levels proposed by the theory, specifically, micro, macro, meso, meta. For this purpose, an analysis on the subject and some applications of the systemic model currently implemented is conducted, then present a series of proposals seen from the perspective of systemic competitiveness.
