Abstract
El presente artículo es un ejercicio de reflexión tras revisar un fenómeno que en el mundo entero y particularmente en Latinoamérica ha crecido ostensiblemente: la informalidad urbana. Este hecho ha sido objeto de estudio de distintas disciplinas, pero en esta oportunidad se abordará desde el Derecho. Considerando aspectos jurídicos-normativos y con aportes de otras perspectivas de análisis se propone identificar cómo este complejo fenómeno se transforma con base en las instituciones jurídicas, concretamente con la participación en plusvalías urbanas, partiendo de la premisa de que en tanto el Municipio se fortalece financieramente y controla los precios del suelo, obtiene los recursos para lograr mejores niveles de equidad para quienes viven en sectores informales.
