Abstract

The Structuralist School had an important role in public and development policies until 1970s, mainly in Latin America. One of its main characteristics is the deep study of the economic structure at hand and its institutions. On this regard, Social Accounting Matrices (SAM) represent the main methodological framework prior the construction of economic models, following the work of Defourny & Thorbecke (1984), Stone (1985), Adelman, Taylor & Vogel (1987), y Round (2003). On this regard, the results for the case of the city of Cartagena de Indias, indicate the important effects of the Government sector at the regional and local levels.
