1. Regardless of current legal regulations due to the linking of the parties to this contract, and any kind of legal presumption , the parties agree that the AUTHOR authorize ( name of the publisher ) to reproduce , publish , communicate and distribute the material referred to in the International Journal of Cooperation and Development of the University of San Buenaventura.
2. Such authorization lies in particular on the copyright of the work, by any means known or unknown, publication of the work, distribution of the work , either directly or through third parties for purely educational purposes.

Abstract
From January 2020 to December 2024, the pandemic generated by COVID-19, the Russian intervention in Ukraine, the Israeli war in Gaza due to the Hamas attacks, together with a series of adverse events, had a decisive impact on the global development agenda and, specifically, on the Sustainable Development Goals (SDGs). During this quadrennium, as has been the case in the past, and in accordance with the realistic premises of International Relations, geopolitical and military criteria predominate in the conduct of world affairs. In view of this, it is worth asking what is the state of the global development agenda from 2020 to 2024 and, in this sense, what are the general guidelines for international cooperation in the face of the present convulsive world state, particularly in the face of the pandemic caused by COVID-19 and the securitization of the international environment and the most significant effects of these and other events with respect to the SDGs. To answer this research question, this article aims to analyze the most significant elements on which the global development agenda for the 2020-2024 quadrennium depends, in which the SDGs stand out, whose current state, as indicated by the United Nations, is not encouraging.
The hypothesis that guides the research argues that, although the pandemic was extinguished, and with this, a context prone to global causes was initially foreseen, the global agenda from 2020 to 2024 is immersed in a crossroads. This is largely due to the effects of Covid-19, the war in Ukraine, along with other conflagrations, which cause growing global securitization, and, for example, enormous military aid to Kiev and, more recently, the crisis in the Middle East due to the fighting in Gaza and Lebanon. These factors weaken the international cooperation necessary to promote global purposes, where the SDGs stand out, whose current state, as dictated by the United Nations Reports, in light of the previously described events and other causes, are worrying and, even, in some cases, they register regressions.
