Abstract

The Colombian extractive industry is experiencing an increasing peak of activities. Its ability to generate income for the country appears to be greater than its negatives externalities. This article analyses, by means of a case study, the role of the International Development Cooperation concerning the eventual human rights violation in the Chancleta and Patilla communities of the La Guajira Department (Colombia). The findings highlight that, despite the current international agreements on human rights protection signed with the countries owning the mining multinationals, such as Canada, some factors have increased the human rights violations. The lack of any state intervention, the dominant position covered by the companies and the absence of specific international cooperation actions have produced several violations and human rights affectations. As a matter of fact, the framed situation shows the blatant contrast between the opulent wealth of the territory and the abundance of natural resources with the high levels of poverty and inequity affecting the area.
