Abstract

Citizen cooperation involves the collaboration of the non-profit social enterprise with the public administration, as an element to achieve development from the community itself. In this sense, this article analyzes citizen cooperation for the case of the Constituent of Tarsus, having as fundamental basis being the first land of peace by requiring the armed groups to exclude them from military confrontation which subsequently evolved so successful towards new forms of governance (Constituent Assembly) that enabled the economic and social development of the municipality. The study findings indicate that public decision to cooperate with each other allows achieving common goals in which state institutions fails and it can be considered a counter-hegemonic conception of democracy.
