 1.     Regardless of current legal regulations due to the linking of the parties to this contract, and any kind of legal presumption , the parties agree that the AUTHOR authorize ( name of the publisher ) to reproduce , publish , communicate and distribute the material referred to in the International Journal of Cooperation and Development of the University of San Buenaventura.

 2.     Such authorization lies in particular on the copyright of the work, by any means known or unknown, publication of the work, distribution of the work , either directly or through third parties for purely educational purposes.

 3.     AUTHOR agrees to report and declare the existence of this authorization and to preserve the right of the International Journal of Cooperation and Development of the first publication of the work.

Abstract

The international arena constantly experiences permanent changes. Context, themes  and agents change continuously. Agents’ roles change as well. The world recognizes  that states are not the only agents. There are also non-state actors, such as Civil  Society Organizations (CSOs). In this context, we should ask: What is the role and  what challenges are presented to Colombian CSOs on the stage of development  cooperation? To find out, by using two data collection instruments, a research was  conducted with state actors and non-state actors who are involved in development  cooperation. The study finds that Colombian CSO’s have an active and long presence  that reaches over 50 countries in the Global South. Even though, the State does not  have a close relationship with them. It is just a politically correct speech. However it  is found that there exists a limited enabling environment for on-going and future  development of CSOs within the architecture of cooperation. It is proposed that  Colombia, now in its role of donor, could achieve positive international outlook if it  developed an enabling environment that synergistically made bigger and stronger the  work of CSOs which would generate value in terms of development.
